I have seen the tread problem you speak of. Also keep in mind that the 407 is discontinued and being replaced by the 408.
I was told also that cupping was the problem with the 407. Replacement at the dealer is wear pro-rated to determine a price. But if you mention a wobble then it becomes a safety issue and the total cost is paid for by HD.
